Car won't start unless I turn the serpentine belt

Occasionally when I try to start the car it makes a
grinding noise but doesn't turn on. I had the starter
rebuilt and I'm still having the same issue. I noticed
that then I turn the serpentine belt it will start fine. I
checked the pinions and they look fine too.
