Rattling

I am getting a vibration/rattling from my
front fender wells. How to stop tjos

Have already checked exhaust heat shields, they are tight. I know its the covers inside the front wheel arches. When you pop them with your fist they make the same tinny noise as when you hit a bump, they do not appear to be loose. I was wondering if there was a type of adhesive rubber mat that i could stick on between them and the front fender.
