95 eclipse rs wont start

I have a 95 eclipse rs. My car isnt getting power to
the fuel pump or fuel injectors. I tried 2 different
ecu which didn't fix the problem. Anybody know
what the problem is or have step by step details to
help me find the problem? Thank you

plug off the vaccum line to the fuel pressure regulator and break the battery lose before u start it
