My check engine light on my dash will not
come on when I start my truck. I need it to
pass emissions

For that check engine light to blink while first turning the key simply verifies that the bulb is working. It does not mean the system is failing. See if they can run those tests to see if it passes.

Assuming you pass the emissions test, you should still get the light fixed as it is a reliable indicator of any trouble your vehicle is experiencing.
