The car was probably totalled in a wreck and then rebuilt.

That's exactly what it is. The vehicle was totalled by an insurance company. A salvage title was issued. Someone bought the vehicle from the insurance company, fixed it up, and a rebuilt title was issued so it could be registered and insured to drive on the road again. Hope that helps! Jim
