98 mustang fuel pump power

I’m trying to help a friend with a 98
mustang that stopped
running/starting.   I put a gauge on it
and got no pressure on the fuel line.  
Fuse is ok, but I can’t get a reading
on the multimeter off the harness in
the rear by the tank.  When I whack
the inertia switch, it makes a noise,
but the button doesn’t pop up.  I
pushed the button up w a screwdriver
and repushed it down.   Do you think
it’s the inertia switch, and if not, what
should I check?

The 98 is the first year with a returnless style fuel system. The fuel pump is driven by the ecu which sends a signal to a fuel pump driver that sends voltage to the pump. There is also a fuel psi monitor on the fuel rail. Does the fuel pump make noise for 2 seconds when you turn the key on for the first time before starting? If not then it could be the pump itself or the fuel pump driver. I sadly had to learn all this using a 98 PCM in a 97 to control a 2004 motor. The ccrm is located under the passenger side fender, this controls the fan and fuel pump relay. The fuel psi regulator and sensor is on the fuel rail. I am not sure exactly where the fuel pump driver is located.

I'm trying to find out if the red button for the fuel pump on a 1998 mustang should be be stuck down at all times it seems like I'm not getting fuel how can I check it
