99 Taurus overheated now just turns but won't start

I was driving on the expressway when I loss power the engine revved up but then cut off
when I released the gas petal. I opened the hood and it was boiling over with water. I let it
cool down but it still will not crank just turns. I have good fuel pressure and good spark I
just don't understand what went wrong

Yes the engine does spin freely but there is no water on the oil stick when I checked it

Thank you I believe I will have to valve cover gaskets will that keep the compression down too
