how to tell if the ECM is bad 1995 wrangler Rio Grande

Just had the ECM replaced.  I got the jeep home and parked it for a month.  I would test the battery (new) occasionally and it tested OK.
Yesterday I was going to take the jeep to a car wash.  It started fine and I almost got out of my driveway when it just went dead.  Battery voltage reads 12.3VDC.  How do I test if the new (rebuilt new ECMs are unavailable) is bad?

Hook up an OBD like you'd run a diagnostic. If it's telling you there's no connection, your ECM or ECM relay's bad
