I have a 1998 Cherokee sport and the wipers only
work on high. When I turn them off they
sometimes stop wherever or move really slow. Is it
the switch or the motor?

It would be in the motor, there is a circuit board in them that go bad. I know on Chevy you can just replace the circuit board, may want to check to see if you can do the same on yours.
