I own a 2000 jeep wrangler 4cylinder I was wondering if there was a way to adjust the valves they rattle preatty bad

Probably not. They are self adjusting and if they are making noise, replace them. This might be a good to try some of those liquid engine restore and specially lubricating products. Something like Marvel Mystery oil quiet it down.
