Fuel pressure

I really need someone's help cause I don't understand this
situation.  I have replaced the fuel pump and filter, I have
cleaned out the fuel lines both supplying fuel and
returning line but the pressure from my pump to the filter
is 50psi but my pressure from the filter to the engine is
14psi I have checked it several times and still I don't have
the correct pressure for the engine.  Has this problem
happened to anyone else?

Sound,s like you may have a bad fuel pressure regulator
