I INSTALLED AN IO6 NAVIGATION UPGRADE ON MY 2017 SILVERADO
2500HD.  THE SCREEN NOW READS "THEFT LOCKED". AND WILL
DISPLAY NOTHING.  HOW IS THIS RESET?

only dealer can reset. Sorry duder.

if its an aftermarket upgrade, your warranty may be void. If it was done by a shop, take it to them and advise them their work has caused it
