Actual MPG vs MPG listed on window sticker

My summit v6 4wd 20inch oem wheels is listed to
get 18mpg on the window sticker city. But when I
drive it I baby it, never going over 20mph I don't
mash the accelerater and I only get 14.1mpg
according to the cars computer. Even with the
electronic start stop fuel saving feature enabled
with eco mode on. I bought it used with 6k miles
on it. Starting to think that is why it was sold after
someone owning it for so little time. Does anyone
know if this is normal/what I should do?

Going really slow as in 20mph will yield low fuel economy. Maximum economy is probably reached somewhere around 45-50 mph.
