Replaced the radiator and lower hose on 1995 Honda Accord EX now it won't start.

The radiator was busted as well as the lower radiator hose.  I replaced them both and the car would sputter when I turned it on.  I would have to push the gas for it to fully turn over and stay on.  I parked it on a hill yesterday and now it won't start.  Is it possibly the water pump?

-It's not the battery.
-The fuel pump whirls when I turn the key, so I don't think it's the fuel pump.
-The fuel pump relay make a click when I turn the key, so I don't think it's the relay.
-I didn't check the inertia switch because I can't locate it.  If you know the location that would help!

Thanks Tom for your response! I forgot to mention that I changed the oil. I don't think it was coolant on the electrical because the radiator and hose didn't burst, they just had holes in them. Also, the car did come on several times and run if the engine was revved. It was only when it was parked on a hill that it stopped responding.
