Fuel pump failure or wiring issue?

I didn't drive my car for about a week
and now it doesn't start. The car
cranks but I don't hear the fuel pump
kick on. The main relay seems fine as
i can hear and feel it click.  I tested
the voltage at the fuel pump
connector and it is low. The
connector has 3 pins and I checked
the middle (3.5 Volts) and the one on
the left (6 Volts). The negative (black)
is on the right.

Should I replace the harness?

give the pump external + and - if it starts up just lay new wires for the pump, if not replace the pump
