All of the lighting systems in an automobile are tied into the steering column / turn signal switch. Check all of your grounds first. Then check the wiring from the steering column to the firewall for ground faults and shorts. Trace your wiring harness back to the tail lights for any shorts. Don't forget to check the turn signal switch for any faults.
