Key won't turn from Off to On easily

My issue seems a little different from others I can find. On my 2000 Honda Civic, the key
was not going all the way to the locked (of off) position, so I used some graphite lube on
it. Now, the key turns to all the way to the locked (or off) position, but I have to wiggle and
tug to get the key to turn back to the On position. It takes me about 5 minutes to get the
key to turn to the On position. Any ideas?
