if you mean the lights in the back, check your brake light switch on the brake pedal. if you mean the brake light on the dash, either low brake fluid or handbrake engaged

The 1974 beetle has a ground switch below the E-brake lever between the seats which gets stuck in the down position. Remove the rubber boot and remove/repair the switch using a phillips screw driver.

I've almost got the same problem. My lights are not on until first pedal down braking. Then the back lights stay on. She's a 67 totally stock resto. Any ideas?
