Can dealers list cars for sale on this website that they aren't actually selling?

The Honda of Covington,  Louisiana Dealership has several 2016 Honda
fits for sale at 14,900 on this website but when I actually contact them
through the site they tell me that they aren't selling those cars and that they
can only sell me new ones at 15,900.  This seems like false advertisement,
if they aren't selling those cars they shouldn't be able to list them as a kind
of lure for customers.
