My key fob won't work unless I rub it in my hands before using

I have a 2105 Toyota Rave 4 limited.  I changed vehicle
battery last year and had issues starting when weather got
cold this year.  I changed battery in key fob and it still won't
start unless I rub the fob in my hands to warm up the
battery.

I do keep it indoors on counter and still won't work unless I rub it to warm it up or put it into my pocket for 5 minutes. How warm does it have to be? Never had this problem until this winter.

I would install a new battery and clean the battery contacts. Room temperature should be plenty warm.
