Just got a 2015 honda accord exl
What are the orange lights on top of the dash just under the
glass (think like where the old Vin number stamped plates
were) it flashes when I start the car but can't figure out
what they are

Just figured it out, these are heads up warning lights that flashes on the windshield when the Forward Collision Warning system activates (FCW Pg. 424 of the 2013 Honda Accord Coupe Owner's Manual).
