Air Conditioning Inop 2015 Passat TDI Purchased delivered in US

2015 TDI with A/C blowing hot in hot weather. Last fall noticed A/C was not
going full cold in warm weather. Did not notice as the days got shorter and
cooler. Problem did not re-surface until this summer. When I cycle the blend
door it goes from outside temp to full hot with what I would think would be
normal  delay. Can not see any blown fuses. Compressor engaged with no
cycling of the clutch. Both cooling fans inoperative at time of inspection.
Fans not seized up or hard to turn. It was 76F this AM and a run down the
highway showed that the inside registers may have been slightly cooler that
the outside temp. Stopped mid trip and neither fan was operative. Go back to
the garage after highway run and shut the car down and there was no
residual cooling fan noted. When I arrived home the temp gauge showed
right on the button 190 degrees. Would the troubled relay I have read about
keep both fans from operating?
