Should the tac go up when engine is cranking but not started? I just barely nuges. I was told this could indicate wheather the crank positioning sensor is working>

Engine will run ok for a while and will then stall, surge and stall. Then will not
start. may not start, not consistant have new fuel pump, fuel filter and fuel relay
which made no change. There is some fuel pressure,  squirts out 2 inches
when I open shrader valve.
