power steering not coming out of return

why is my power steering pushing back to the reservoir to where it almost
blows the cap off and it over heats. i have no power steering

Steering racks internal valves are stuck, only to fix it is to replace the rack itself, and get a long rack not a short rack, hopefully the pump isn’t damaged due to the back pressure. Make sure you flush the pump really good before putting in the new rack assembly.
