Battery has a full charge and battery connections all good, positive and negative, all ends, not just at the battery? When you tried to jump the starter, did you see any sparks, any indication of voltage? The bat terminal at starter motor is hot all the time and fuse protected. If no voltage, jumping the starter won't do anything. You can use a test light to check for voltage. Note the diagram. If you think it might be the starter motor, usually you can take it off, lay it on the ground, Hook up jumper cables properly from charged battery to starter motor, at the least, it should kick out the drive gear and spin. Some of the national brand auto stores will test starter motor for you.
