Brought a new pcm but theft got it can you tell me how can i fix it?

Quick question? I have a 2002 ford expedition that i took
the motor and transmission out of and replaced it with a
motor and transmission out of an 1998 ford expedition i
was gone use the 98 computer box but the theft wont let it
start then i ordered a brand new pcm sent the vin# an all i
put it in and the theft system still wont let it start i even
call a locksmith and spent 75 bucks for no reason tell me
what am i doing wrong please

Maybe the PCM was programmed incorrectly or you gave them the wrong VIN.
