What could be wrong with 2002 ford escort if when driving with low fuel the car slows down and wont start after adding some fuel thinking it was out of gas?

And afterwards the emergency fuel shut off switch was in the down
position.

No it hasn't been starting for me and I didn't have a quarter of a tank of gas but as I powered the car on before trying to start the car I checked to see if I could hear the fuel pump motor and I was able to but I was not aware that you needed to keep at least a quarter tank of gas in the car at any given time and I was wondering if that could be part of why it isn't starting still?
