My horn

Note the diagram for the horn. I see two fuses for horn relay, not only check the fuses, check voltage at fuse, hot all the time. Use a test light to check for voltage. The horn relay has two side, the switch side, right side in diagram. Then the control side of relay, left side in the diagram. If you can, unplug the horn relay, use proper jumper wire between cavities 3 and 5, terminal 3 is hot all the time and fuse protected. With the jumper, the horn should sound, if it does, there is a problem on control side of relay. I doubt the relay is faulty, the control side needs voltage and ground. The horn switch on steering wheel, which isn't in the picture, grounds that circuit from bcm, the bcm then knows you want to activate the horn and grounds control side of horn relay. Sometimes the problem is the wiring in the steering column or clock-spring, but, w/o testing, I can't be sure. Just my opinion.
