Stalling at idle

My 2008 crown vic 4.6 started by stalling while
driving then not staying started at all garage
replaced fuel pump crank senser and mass senser
as soon as u start it up it shuts down code say low
voltage to mass air flow check for broken lines and  
proper volt all was good all part where new

I have 95 not p71 just 4.6 It idles a little rough or just up then down. If I’m at a stop light with the air on high... and I cut it “OFF” It dies. Please any help?
