2001 crown Victoria

I have a 2001 crown Vic that won't get over
40mph it just slows down and will not pick
up speed then it cuts its self off  when
turned on again it takes off

Possible that the catalytic converter may be getting plugged up in the exhaust system, or maybe a fuel issue like ether a bad fuel pump or a plugged fuel filter.
