How is the rear service brake lever removed on 1930 Ford

I am rebuilding the rear brakes on my 30 Ford and am having trouble
removing the service brake lever from the shaft.  The pin is out but the lever
won't scome off the shaft. Is there a special technique needed for removal;?

I am referring to the cam lever. The rods are all off and the retaining pin thru the lever is out but the lever won't come off the cams' shaft. This is the cam that actually operate the brake action
