This is in front of the passenger wheel. What is this?
Is it melted? Or do I just need to have the splash
guard replaced?

Hopefully the slash guard came loose and made contact with the tire because normally the tire shouldn't be doing that . You can go to the dealer and get the part , it's all held together with clips and pins . If you take it out first you'll know what ones you'll need .
