Vehicle not starting of turning over

My 1988 chevy caprice stopped working just making a
clicking noise full power in cabin turns off when try to start.
New starter new battery new ignition switch, check with
multimeter no breaks in any of wires going to engine or
ignition switch

note the starter wiring diagram. you can use digital multimeter across battery posts, everything off, the generic spec for a full charge is 12.6 volts, if below that, get it charged. your battery connections all good? Leave meter leads touching battery posts, have helper turn key to crank, note the reading, does it drop, does the reading stay the same? Generally it shouldn't drop below 9.6 volts, if it drops way down, that isn't going to work. If it doesn't drop at all with key in crank position, there is an open circuit, somewhere. At the starter motor, two voltage circuits, one comes from the battery, hot all the time. The other circuit goes hot with key in the crank position. You can use test light to check voltage on those circuits. The starter motor grounds through the engine block. Any testing at starter motor, make sure transmission is is in park or neutral and parking brake is set. vehicle can't move.
