Cooling fan only seems to work when air
conditioning is on the car never overheats but the
fan does not come on under normal operation

Your talking about radiator fan?. As a self test, key on engine off, the fan should cycle, does it? Any applicable trouble codes listed, that has to do with thermostat-- coolant temp sensor--radiator fan? To check codes yourself, at the least, you need an obd2 code reader that will work with your vehicle and read manufacturer specific codes as well as p0 codes. Some makes and models if you unplug the coolant temp sensor, the fan may run all the time. It's a default setting because the computer doesn't know engine temp. Sometimes ford calls it a cylinder head temp sensor. If the engine doesn't reach a certain temp, the fan/s won't run. Just my opinion. I can only help with testing.
