Sounds like the coolant temperature sensor is unplugged or bad. When the coolant temperature sensor is not sending a signal to the computer the computer defaults to an overheating condition to prevent engine damage. The cooling fans come on at high speed and the air conditioning is disabled. Since the temperature gauge on the dash is not working too that points directly to the coolant temperature sensor being disconnected or bad. Hope that helps! Jim
