Fuel Pump Not Receiving Consistent Current.

I have a 1988 Ford Bronco II XLT 4WD. It
won't start, but will start with starting fluid.  
This has lead me to think that it was a fuel
issue. It is. The fuel pumps are not
activating which is not pumping gasoline.
The Inertia switch hasn't been tripped, and
tests positive for continuity. The fuel pump
relat and EEC relay are both energizing. I
have replaced both pumps. What could my
problems be?

Try taking a look at the TFI module. They were deemed faulty and Ford was forced to recall nearly every vehicle they made from 84- 95. Your 1988 is covered by the recall if it has less than 100k miles on it.
