the right head light won't popup.

1986 300zx ,one headlight won't popup.the lights work. is this a vacuum door

OK when I turned the knob it moved a little,so removed the motor unit and when I put it back together it started to work.This is the first time the car has been started in 15 years .most have been frozen . Thank you very much for your help
