I need help as soon as possible

I have a 99 dodge stratus
it crank  and the rpm
Gage doesn't move when
I try to start it. I was told
the fuel pump was bad
so I replaced the  fuel
pump and fuel filter and
it still wouldn't start so I
replaced the fuel pump
relay and it would turn
over and go off. Then I
noticed the fuel pump
isn't kicking on when you
turn the key. I had the old
fuel pump tested and it
works just fine so what
else could it be? I also
replaced the battery
