what do you mean? 4wheel drive low, or like going from 2nd to 1st gear? im assuming its an automatic. if its the 4wd low etc.. assuming you know the car has to be stopped or at least doing less than 3 mph, it could be a problem in the transfer case. have you had the fluid changed in the transfer case lately? the gears could be sticking too. select the gear you want and drive the vehicle in reverse and see if it shifts gears that way.
