how to replace clock spring and if this need tobe reprogamed after instalation?

You have to remove the steering wheel, and have the special tools to do it. I don't think you need to perform any programming after install. But working with airbags is a safety issue and I only suggest someone who is experienced should replace a clock spring. If you really want to tackle this I suggest you watch a few youtube videos and search for help on some Taurus forums.
