ML350 high beam switch

My 2011 ML350 high beam switch doesn't turn on the high beam. If I push it away, I hear it click into the high beam position but it doesn't change from the low beams.
If I pull the switch towards me (past the low beam position), the high & low beams go on as long as I hold it. When I release the lever, it pops back to the low beam position. (I believe this is how it supposed to work - it shows that the high beams work)
Anyone know the next step in troubleshooting this?

it won't come on until 35 mph when pushed to the forward position.
