Car won't start

My car won't start, every dead.  I put it on
charger an amps read 13.4 try starting it and
do nothing but it vibrate at the relay.  When i
take charger off the amps fall quickly.  What
might be the problem

I have a Ford Ranger, someone broke into the truck and broke the key turn on thing. azad The key will not go into the switch. How can I crank it or fix it ?
