I got my water pump changed and thermostat and it still over heats but it doesn't seem to be circulating cause it gets hot but the cap is cool enough to stick your finger in it

I here and see it getting hot but it cools down soon as I remove the cap

First check the thermostat you replaced. It sounds like it is not opening at the proper temp. It may be bad, the wrong temp range or just installed backwards. Without it opening, the fluid in the radiator will not get hot but your engine will.
