Could be locked up from over heating, but you might luck up and the starter may just be bad, heat will do this to starter all so.

I had some people telling me I may need another battery and the belts do move when im trying to start it and the battery completely dies when I take the cables off does that mean anything but at the same time it should start with the cables on right?

First thing would be jump it with another car,if it crank,s then yes may just be weak battery, but if it does not, then you may have engine trouble.

I already did and still nothing but can that still be a weak battery or should I start looking for a engine does the belts still move if the engine is locked?

Yes belt,s would move just not as fast as normal, check your oil,and see if there is water in it.
