What is wrong with my horn?

Question type: Maintenance & Repair

2004 Cadillac Deville. If both the fuse for the horn
and the relay are in fuse box, the horn will go off
continually. Have to remove fuse for horn for it to
not constantly sound. Any ideas as to what is
wrong?

It's the anti theft system , if I do not have key fob stick key in door and unlock twice it should turn the horn off
