what is wrong when my dome lights,driver seat,mirrors and cigerette lighter all stopped working?

was also having problems with my left blinker speeding up and slowing down.
checked and replaced bulb and its still happening,shortly after i noticed my cigarette
lighter wasn't woking along with seat  etc. i checked the fuses not sure if i'm not doing
it correctly or if there is a more serious issue

Although you said you checked the fuses, you did not seem certain you knew how to do it. It is worth checking them again. Pull each one related to the items that are not working and test them with an ohm meter. Put the test leads from the meter on both contact surfaces of the fuse and read the meter. If it reads 0, the fuse is good. If it shows no reading, the fuse is bad.
