How do I determine if it is a thermostat or the hot water
heater water pump and how do I fix

if it were the thermostat one of the hose would be hotter than the other and as long as the engine is not overheating and the water pump is not leaking. I would check the interior heater blend door to ensure its moving and closing off the air going across the evaporator if not then the discharge air will never get hot.
