Is my car factory pre-wired for fog lights

I need to install fog lights on a 2009 Civic due to inclimate weather condition driving.Does
my model Honda have pre-wiring for an easier fog light install?

I install fog lights on my car and now wont start I put the red wire from the fog lights to that big red wire now wont start

And now everything works but just turns over like no spark
