I have a 2013 Ford escape. The 2 Rear brake lights will not turn on. The Top Rear Brake light works fine. Could this be a censer issue or wiring?

When I put the headlights on, both rear lights are off. Yet, the brake lights and signal lights work fine? I can see both bulbs on when breaking or signaling. I'm thing the switch is bad? Any ideas?
