Rear Brake Lights Ford Escape '13

I have a 2013 Ford escape. The 2 Rear brake lights will not turn on.  The Top
Rear Brake light works fine. Could this be a censer issue or wiring?

There are two brake light switches one for the brake lights and one for the third brake light down by the brake pedal.
